Wilkes-Barre, the 10th largest city in Pennsylvania, is considered as the administrative seat of Luzerne County. In the 19th century, Wilkes-Barre was dubbed as “The Diamond City.” When the presence of anthracite coal was discovered, mines and collieries sprouted like mushrooms in the area.
